Oleg Lotca, President
Oleg is an ordained minister and has served as field manager in the Literature Evangelism Department at the Central California Conference since 2019. From 2012-2017 he served in the Literature Evangelism Department of the Buenos Aires Conference and as the Literature Evangelism team leader for the South Argentina Conference from 2008 to 2011.
Pat Humphrey, Secretary
Pat began her work in the publishing ministry in 1988 as assistant editor of Message magazine. Over the years Pat has served the church in various capacities as a writer and editor, most recently having served as director of communication for the Southwestern Union Conference. In addition to her role as corporate secretary, she serves as president of the Southwest Chapter of ASI, and is also the VP for Operations for Streams of Light International.
Louis R Torres, D.Min., DHL, Board Chairperson
Louis currently serves as Assistant to the President for Evangelism for Adventist World Radio. He is the Former President of Guam Micronesia Mission. His long and rich service of ministry to the church includes 11 ½ years of church administration, eight years as an evangelist, 21 years as a pastor, and 49 years of serving on various school, church, clinic, conference, union, division and General Conference boards or committees.
Steve Brownell
Steve is the NEWSTART director at Weimar Institute. Prior to joining the Weimar staff, Steve organized community wellness projects for a local church and school in New England.
Richard Constantinescu
Richard is an ordained minister who currently serves as president of Revival Plan, a ministry dedicated to providing resources for spiritual, physical, and intellectual revival in preparation for Jesus Christ’s second coming. He has worked in the fields of pastoral ministry, chaplaincy, collegiate education, journalism, publishing, overseas missions, Bible work, office administration, literature evangelism, and small group coordination.
Nelson Ernst
Nelson serves as the director of GLOW and the Central California Conference Literature Ministries Department. Prior to joining the Central California Conference in 2006, Nelson attended SOULS West, Pacific Union’s leadership school for outreach and evangelism.

Joshua Nebblett, Treasurer
Joshua currently serves as the CFO for Stallant Health, and as treasurer for the Weimar Campus Church as well as for Pathway of Promise. Previously he served as director of European Affairs for GYC, as an associate speaker for Restoration International, as treasurer for GYC, and as treasurer for the High Country Seventh-day Adventist Church.
